This mini lamp is made from the Leaf Drooping salt shaker mold.  The shaker is attributed to New Martinsville Glass Company by the Lechners and is shown on page 101 of the New Martinsville Glass book by Measel. This exact lamp is pictured there. The top seems to be fixed to the base. If it is a genuine Mini Lamp it seems it would have to unscrew to put in liquid.
