Pattern is called Washington and made by U. S. Glass Co. This was part of the State Series, dating after 1901.  The Spooner stands 5" high. There are a  couple of beads missing around the band.  See picture below. Very Clear glass. This is the Crystal decor with the band of flowers encircling the mid section of the pieces.
