A Victorian Pattern glass tumbler in the Delaware State pattern by the U S Glass Co. This one is decorated with rose stain and gold. Some minor wear to the gold but in general the stain and the gold are very good. There is a small area at the base of the tumbler (shown in pic above) where the gold was not originally applied.  It is Not a flake, just a small place they missed when applying the gold.
